- Keep your distance and let them pass. Pull over somewhere public before you make a call, or have a passenger call.
- Note details only if it is safe: make, model and colour, full or partial plate, direction of travel, and the exact location or mile marker.

Who takes the report in Wyoming
- The non-emergency line of the Wyoming town or city police department or county sheriff’s office with jurisdiction where it happened takes reports of dangerous driving that has already happened.
- Bring: the plate (full or partial) and state, the vehicle’s make, model and colour, the location, the date and time, the direction of travel, and what you saw.
- Expect a record rather than a ticket. An officer who did not witness the driving usually cannot cite for it, and what each agency acts on varies.

A review of a driver’s licence can only be started by someone in a defined role.
Who can file: Not a member of the public. Driver Services re-examines drivers referred by law enforcement, medical and vision specialists, therapists, or on a licence examiner's own observation. The Driver Medical Evaluation form “may only be completed & signed by a qualified medical professional”, and under W.S. §§ 31-7-108(b)(viii) and 31-7-122 it is the treating physician or optometrist who may request an examination.

- Good cause arises from a treating physician's or optometrist's written statement, an official police crash or traffic report, or a driver licence examiner's own observation during an in-person transaction. A family member cannot file a referral directly — the route is through the driver's treating physician or a law enforcement officer.
The form is confidential in the department's own words — "The information contained in this report is confidential and will be used only to determine eligibility/restrictions for licensing" — but read what that covers: it is the DRIVER's medical information, not the identity of anyone who raised a concern. Wyoming publishes no statement about a reporter's identity, because it publishes no route for one.
What can the Wyoming Department of Transportation do once a review starts?
- Re-examination may include medical and/or vision evaluations submitted by the driver's doctors, a personal interview, and examiner observation of physical demeanour.
- Under § 31-7-122(a) the division must give the licensee written notice of not less than ten days before requiring the examination. On its conclusion — or if the licensee refuses to complete it in time — the division shall do one of three things: cancel or refuse to renew the licence; permit the driver to retain it; or issue it subject to restrictions permitted under § 31-7-117, or restrictions on the type or class of vehicle that may be driven.
- Examiners in every Driver Services office are trained to observe, review evaluations, interview and re-examine.
- On the Driver Medical Evaluation the qualified medical professional marks one of three opinions: that the patient is not medically, physically or mentally capable of driving safely — which under W.S. § 31-7-123 and the department's rules results in cancellation or denial of the licence; that a previous disorder involving loss, interruption or lapse of consciousness or motor function no longer exists or is medically controlled; or that the patient is capable, with restrictions.
- The restrictions the form offers are automatic transmission, no interstate driving, daylight driving only, specific limits of speed zone or distance, a prosthetic aide, special adaptive devices or equipment, or other restrictions. The professional may also recommend a driving road test, or that a Driver Medical Evaluation be submitted annually.
- Evaluation forms must be completed promptly or the driver licence may be cancelled. Where an evaluation is needed to meet an annual requirement, it must come from an examination within the last three months.
- Applying for a disabled placard may itself alert an examiner to a condition warranting assessment.
Statutory authority: W.S. § 31-7-122(a) (good cause, notice to the licensee, and the cancel-or-refuse-to-renew / retain / restrict outcomes — including on a refusal to complete the examination in time — with restrictions under § 31-7-117). § 31-7-108(b)(viii) is the clinician's written-statement route: the division shall not issue or renew a licence “when the division has received a written statement from a licensed treating physician or optometrist stating the person is not capable of safely operating a motor vehicle”, and that clinician may request an examination under § 31-7-122.
Wyoming is one of 18 of 51 US jurisdictions where a witness unrelated to the driver has no confirmed way to report them to the licensing agency (the 51-location study). That gap is one reason Jerk Alert exists.
