Your local police department’s non-emergency line takes reports of dangerous driving that has already happened. What each agency will act on varies, and a report generally needs the plate, the location, the time, and what you saw.
New Hampshire restricts who may report. A stranger cannot file.
The route exists, but it is open only to people connected to the driver. If you saw a driver you do not know, New Hampshire gives you no official way to report them to the licensing agency.
Note what the required contents mean in practice: the letter must state your relationship to the driver and give the driver's date of birth. Both are things a witness who has only seen a car cannot supply.
The rule requires the requestor to give their own name, address and relationship to the driver, so a request cannot be anonymous. The rule does not state whether the requestor's identity is disclosed to the driver, and no New Hampshire source we have found addresses it — the page should not claim either way.

An Erk Score is a plate’s running rating from 0.0 to 5.0, computed from the reports filed against it and weighted by whether the reporter is verified. Endorsements from other drivers are counted on the report itself and do not change the score. Deleted and hidden reports are excluded, so a score only reflects reports currently standing.
A plate with no reports has no score.
